Less Voluntary, More Embedded: Responsible Play is the New Core Strategy for Gambling Operators

The iGaming industry is doubling down on growth – and on deeper player protection measures. Global revenues are expected to hit nearly $79 billion by 2024, more than doubling to $158 billion by 2030. Operators are also plowing ahead with harm prevention as a changed business approach. Tools that were once offered as opt-in safety nets are now being embedded into the core player experience.
A major new report from the Responsible Gambling Council finds that operators are integrating safer gambling tools directly into day-to-day gameplay, rather than keeping them buried in help menus or offering them as a voluntary opt-in safeguard. The RGC's "Normalizing Harm Prevention" report, released in September 2023, examines how the industry is moving away from reactive measures and toward proactive, embedded safeguards.
The move reflects how gambling jurisdictions are tightening the screws on operators. In Great Britain, for example, operators now must prompt users to set a financial limit on their first deposit, and again every six months. Similar requirements and stricter deposit-limit definitions and automated blocks take effect in June 2025. In the USA, the American Gaming Association notes that 60% of commercial gaming regions have started requiring operators to submit a responsible gaming plan this year, up from 50% in 2022. Greater awareness and transparency is being mandated.
Industry Leaders Step Up
This trend affects private firms just the way it does large scale public entities. Hard Rock International, for one, expanded its PlayersEdge responsible gambling program this year, adding a digital health app pilot and additional research partnerships. DraftKings also bolstered its responsible engagement efforts, launching an A-list campaign with Kevin Hart and Nick Jonas, an interactive football quiz called Gamalyze, and expanded custom cool-off options of between three and 364 days.
Operators are using AI and behavioral analysis to identify risky play as early as possible. The RGC report highlights how Playtech’s BetBuddy platform has detected patterns across 30 million player accounts for 15 major operators. The technology flags issues such as wagering spikes, harmful chasing, rapid sessions, and financial stress. Those insights then shape how operators address player behavior.

AI is one tool among many. In Massachusetts, the PlayMyWay program helps players set loss limits, and a recent evaluation found significant benefits. Compared to non-enrolled players, participants lost less per visit on average, visited more frequently, and reported significantly less gambling regret. PlayMyWay has reached more than 46,000 active enrollments across three casinos. Similar programs are being adopted worldwide. In Victoria, Australia, wagering providers must issue standardized monthly player activity statements with plain-language descriptions and color codes for losses.
Education is another key focus. The AGA has developed Play Smart from the Start, an online resource with a pre-play checklist, glossary, IQ quiz and helpline access. An AGA survey found that 84% of past-year gamblers are aware of at least one responsible gaming resource, and 91% of sports bettors. Over recent years, the industry has dedicated nearly $500 million annually to responsible gaming initiatives, up from $200 million in past years.
Operators are also investing heavily in AI-driven personalization, cloud-based gaming infrastructure, and responsible gaming systems as key competitive capabilities. A report from Grand View Research underscores how market success depends on embedding affordability checks, safer limits, and accountability to players. Transparent reporting, and real-time intervention are now growth levers.
The iGaming expansion is outpacing what has transpired before. But the rapid move to embed safer gambling suggests it is now truly a core business strategy, not a compliance afterthought. Regulators and operators alike seem to see it as vital to long-term industry growth and reputation.
